Terms of use
Who runs the site, how its materials may be used, what visitor data is processed and how artificial intelligence is used to prepare the texts.
Who runs the site
This is a personal, non-commercial project: a library of materials on personal data protection in Kazakhstan and the author’s working notes. The site is run by an individual, the author of the project. It is not registered as a mass medium. Contact details are at the end of this page.
Nature of the materials
- The materials are for information only. They are not legal advice and do not replace consulting a lawyer.
- Each note states the law as of the date shown in it (“Law stated as of”). Legislation changes, so before relying on a provision, check its current version on Adilet.
- “Interpretation” and “Open question” blocks are the author’s opinion and questions that have no clear answer yet.
- The author checks the materials but does not guarantee that they are complete or error-free and is not responsible for decisions made on their basis.
- Including a material in the library does not mean that the author agrees with its conclusions or recommends its author, firm or organisation. Materials are ordered by legal force and date, not by assessment.
- The site is provided as is: the author tries to keep it running but does not guarantee that it is always available or free of interruptions.
If a material concerns you
If a material (for example, a digest issue) mentions you or your organisation and you believe the information is inaccurate, incomplete or out of date, write to the author at the address at the end of this page. The information will be checked against primary sources and corrected if necessary; significant corrections are recorded in the changelog.
Use of artificial intelligence
The notes, the library annotations and the English translations are prepared using an artificial intelligence system — Claude by Anthropic. It helps to find and check provisions, prepare drafts and translate. The author publishes the materials; the use of AI is stated at the bottom of every page of the site. Texts continue to be refined after publication; significant changes are recorded in the changelog.
Sources and copyright
- Statutes and other official documents are not protected by copyright (Law “On Copyright and Related Rights”, Art. 8). They are cited from the official source, Adilet.
- Third-party materials are not republished on the site. The library contains the author’s own annotations and links to primary sources. Quotations are limited to what the purpose justifies and name the author and the source (Art. 19).
- The English versions of the notes are unofficial translations.
- The texts of the notes and annotations belong to the author. They may be quoted with attribution and a link to the site.
- If you are a rights holder and believe that material has been posted in breach of your rights, please write to the author and it will be corrected or removed.
External links
- Links to third-party sites open in a new tab. The author is not responsible for their content or availability.
- The main source of Kazakhstan legislation is Adilet. “Alternative source” links lead to unofficial copies (for example, zakon.uchet.kz), whose version may differ from the official one.
Visitor data
The site owner informs users of the conditions of access and data processing (Digital Code, Art. 24(4)):
- The site does not ask for or collect personal data: there is no registration, no submission forms, no comments, no newsletter, no analytics and no advertising.
- The site does not use cookies or store data in your browser. Fonts and all files are loaded from the site itself, with no requests to third-party services.
- The filter in the Library section works only in your browser and sends nothing.
- The site is hosted on Cloudflare Pages (Cloudflare, Inc., USA). Like any web server, Cloudflare automatically records technical information about requests (IP address, date and time, the page requested, browser type) to operate and protect the service, under its own privacy policy.
- The author sees aggregate statistics from Cloudflare: the number of requests, countries and pages requested. This summary also shows the IP addresses that made the most requests. The author uses the statistics only to understand how much the site is used: does not identify visitors from them, and does not store or share them. The author does not collect the request logs themselves.
- If you write to the author, your name, address and message are used only to reply and are not shared with third parties. At your request the correspondence will be deleted.
Changes to these terms
These terms may be updated; the current version is always on this page. Version of 26 October 2026.
Applicable law
The use of the site is governed by the law of the Republic of Kazakhstan.
